Couldn't agree more. In Ottawa, where I live, cycling is quite popular, but so many people only bike during the spring and summer months and stop almost entirely when the heavy snow starts. I find it difficult to provide incentives to continue, since it takes cleared bike lanes, thick tires and good clothing. I'm curious though about ways to combat weather limitations, and maybe cycling can not be part of it, but maybe it can?
